Article
17 of The Teacher Law of the People's Republic of China
regulates that the teacher employment system should
be gradually carried out in schools and other education
organizations. The employment of teacher should obey
the principle of equality, and the employment contract
should be signed between school and teacher with clear
regulation about rights, obligations and responsibilities
of both sides. It has been clearly stated in the Action
Plan for Education Prosperity in the 21st Century approved
by the State Council and issued by the Ministry of Education,
that the execution of the teacher employment system
is an important measure for the realization of "Teacher
Project across Century" and the enhancement
of teachers' quality.
The purpose of the teacher employment system is to change
the employment method of teachers, to establish an open,
equal, competitive and excellent-first employment and
management system. It can also explore the source channel
of teachers, assign teacher resources reasonably, and
enhance the education quality and benefit.
